Ogun Assembly Passes Safe Pregnancy Termination Bill, Sends It to Governor

ABEOKUTA — September 25, 2026: The Ogun State House of Assembly has passed the Ogun State Safe Termination of Pregnancy Law, 2026, a bill designed to establish a legal framework for pregnancy termination in specified circumstances and address maternal health concerns.

The bill, H.B. No. 036/OG/2026, was passed during Thursday’s plenary after lawmakers considered the report of the House Committee on Health.

The Assembly said the proposed law is aimed at reducing maternal illness and deaths, promoting safe motherhood and reproductive health rights, and setting conditions for pregnancy termination where legally permitted.

What the bill proposes

During earlier consideration of the bill, its sponsor and Chairman of the House Committee on Health, Wahab Haruna, said it would provide a clear medical and legal framework for qualified medical practitioners working in approved health facilities.

The Assembly’s official account of the earlier debate said the bill particularly addressed situations where the life of a pregnant woman is at risk. Lawmakers also discussed provisions relating to victims of rape and other legally recognised circumstances.

The bill had previously passed second reading and was subjected to further committee consideration and a public hearing before Thursday’s final passage. Stakeholders at the July public hearing included representatives of medical, nursing, religious, human-rights and women’s organisations.

What happens next?

The Assembly has directed its Clerk to transmit a clean copy of the bill to Governor Dapo Abiodun for his assent.

This means the passage by the Assembly is not the same as the bill already being in force as a state law. The governor’s assent is the next major step.

The development is expected to generate further public discussion because pregnancy-termination legislation touches on healthcare, existing Nigerian laws, religious beliefs and reproductive-health rights.

MONAFRIKA TAKE

The key issue to watch is what happens after the Assembly’s passage. The governor’s decision and the final legal provisions will determine the next stage of the legislation.

For now, the confirmed position is that Ogun lawmakers have passed the bill and sent it to the governor for consideration.
